Annual Program Statement (APS)-Call For Applications

The HealthPRO project managed by the University Research Co., LLC and funded by the United States Agency for International Development (USAID), is in the process of identifying local non-profit NGOs/CBOs working in the Philippines to provide support for improving health promotion and communications activities on its Wave 2 provinces – Isabela, Tarlac, Cagayan, Nueva Ecija, Bohol, Aklan, Davao del Sur, Agusan del Norte, Bukidnon, Misamis Occidental, Misamis Oriental, Zamboanga del Norte, and Zamboanga Sibugay. The objective of HealthPRO is to assist LGUs improve, expand, and strengthen the quality and sustainability of health promotion and communication efforts. The expected outcomes of the HealthPRO Project are: substantial behavioral results among individuals and care givers including adoption of behaviors that prevent disease and reduce risks of morbidity and mortality; increased early treatment of child and infectious diseases; and increased local capacity of local institutions in carrying out effective health promotion activities. HealthPRO focuses on the following health areas: Family Planning/Reproductive Health (FP/RH), Maternal, Neonatal, and Child Health and Nutrition (MNCHN), and Tuberculosis (TB).

HealthPRO has established a small grants program to fund innovative interventions to increase demand for key MNCH, FP/RH and other priority health services through innovative BCC interventions. The grants are given to local organizations to implement interventions that strengthen BCC including interpersonal communications and counseling (IPC/C), community mobilization and advocacy, and mass media support. The grantees, in collaboration with LGUs and other local health stakeholders will work towards achieving the grant objectives of training health workers and other partners in interpersonal communication and counseling, supporting community mobilization, and monitoring the implementation of BCC activities at select LGUs.
Interested groups should submit a 5-page concept note to the HealthPRO Manila office, including a description of the company profile and relevant experience, a proposed technical approach, and type of support needed. HealthPRO will convene a Grants Selection Committee to evaluate, and shortlisted applicants will be requested to submit full applications. Negotiations will be conducted with organizations that have acceptable technical and cost applications. Award of the grant will be made to the most advantageous Offeror(s) considering technical and price elements. The closing date for submitting concept papers is January 31, 2010. The shortlisted groups will be informed about the decision by February 28, 2010.
